I don't get special tone rules in Chinese pinyin. If there are two third tones right after one another in a word you pronounce the first one as the second tone but still write it as the third tone in Chinese pinyin. Well, how are you supposed to know whether something is to be marked as a third or second tone when they both sound exactly the same in Chinese pinyin? Help!

My Chinese teacher gave me an assignment. And I'm supposed to translate a Chinese text into English.
My Chinese teacher is very (VERY) big on preciseness. Last time we translated something, my Chinese teacher graded me down because I used "very" instead of "extremely".
For this assignment, should I translate directly? (Like, to the word, and to the comma, even to the point where it doesn't make sense in English?)
or should I just glean the meaning from the text and translate that?

I know the basics (ni hao, ni hao ma, xie xie, bu ke qi, du bu qi, dui bu dui, hao, hao le, etc., & the tones) but I don't know the Chinese grammar at all. Can someone (briefly) explain Chinese Grammar to me? It would help me so much. I've heard it's not that hard. Also, should i be learning Chinese grammar first or conversational phrases, or just building up my Chinese vocabulary? Thanks for all of the help!

Please don't give Google translations to these two daily Chinese sentences, only native speakers please.
1. What year did your father come to Australia?
2. Which day of the week is Australia Day this year?
