It can't be referring to 不走 as completed action because it's an action that never happen, right?
It is from a book translated from english. The english version has it as "I thought he'd never leave.".
Also I see 還 in this sentence as indicating unexpectedness. And 以為....呢 as a sentence pattern to show what one believes to be true, turns out to be false. Am I correct?
Any help is appreciated.

I am currently listening to audio lessons to learn Mandarin, and I will start to go to Chinese school tomorrow. I live in Vancouver and all my friends are Asian, if I talk to them in mandarin everyday and they correct me how long do you think it will take me to learn Mandarin pretty fluently.
