I live in Taiwan. I've mastered more or less the top 900 Chinese characters. I'm able to read between 85% and 90% of the Chinese characters in the newspaper, but with street signs, I'd say I'm only at 60%. Why are street signs so much harder?

I'm keep reading about the different forms/dialects of Chinese that is spoken in China. I was thinking on taking up Mandarin Chinese, but I'm not sure if I will be able to communicate with people from all over the country, since I love to travel all through out the area. Can someone give me some advice, tips, directions, and help with this problem? If this is of any help, I am also fluent in German, Dutch, Spanish, Russian, and French, next to my native tongue of English. Even though I grew up with German being spoken around me. I'm looking to learn Spanish and Arabic mostly, but also interested in Chinese/Mandarin. Is there any tricks to how to learn a language besides actually speaking with someone who also speaks that particular language?

For example, my chinese book says "Do your mother and father both work" = "Ni mama he ni baba dou gongzuo ma?" BUT "Is that your older brother" you say "Na shi ni de gege ma" -- why only use "de" in the second instance?
